Abstract:
Proposition 227 was an educational proposition focused on anti-bilingual education in public school in America. It required that all the public school should teach in English, and forbid the minority languages used in the classroom teaching. The success of Proposition 227 gave rise to the teaching language reformation not only in California, but also in the whole America. Historically, the Proposition 227 passed through the three stages about the incubation, the formation and the legislation, and represented the neo-Conservatism cultural policy, which was to achieve social common sense by purifying language, since the 1980s.
“227提案”是一项旨在限制甚至取消双语教育的提案。它建议所有的公立学校应使用英语进行教学,而不使用其他少数族裔语言。它的通过引发了加州公立学校,甚至是全美公立学校的教学语言改革。纵观“227提案”发生的历史过程,它经历了酝酿期、成型期与立法期三个基本阶段,在本质上代表着自20世纪80年代以来新保守主义文化政策——通过“纯净语言”来达成社会“共识”。
