现场执法安全视角下模拟警情演练“蓝军”培育机制研究

• 摘要： 党的二十大报告指出，必须坚定不移地贯彻总体国家安全观，把维护国家安全贯穿党和国家工作各方面全过程。这要求公安机关必须聚焦新时代公安执法工作新形势、新任务、新要求，通过培育高素质的“蓝军”队伍，进行有效的模拟警情演练，全力提升公安队伍执法本领，以保安全护稳定的实际行动践行初心使命。本研究通过总结“蓝军”这一特殊群体在公安机关模拟警情处置演练与现场执法安全中的素质构成，探索“蓝军” 选拔路径，并结合当前公安机关模拟警情实训中“蓝军”建设实践，分析公安机关“蓝军”培育与专业化建设方面存在的现实问题与不足，以此为基础，探索公安机关模拟警情处置现场执法中“蓝军”队伍正规化、专业化综合培养机制，有效推进一线民警高质量执法，大力提升现场执法安全能力和应急指挥处置能力，着力锻造一支执法素质过硬的公安铁军，深入践行总体国家安全观，以高水平安全保障高质量发展、以新安全格局保障新发展格局，为实现“两个一百年”伟大目标与全面推进中华民族伟大复兴创造安全稳定的政治社会环境。
• The report of the 20th National Congress of the CPC pointed out that we must unswervingly implement the overall national security concept and put the maintenance of national security throughout all aspects of the work of the Party and the country. This requires that the public security organs must focus on the new situation, new tasks and new requirements of the public security law enforcement work in the new era, and fully improve the law enforcement ability of the public security team by cultivating high-quality “blue army” teams, carrying out effective simulated police situation drills, and carrying out the original mission with the practical action of ensuring security and stability. This study summarizes the quality composition of the “blue army” as a special group in the simulated police situation training and on-site law enforcement security of the public security organs, explores the selection path of the “blue army”, and analyzes the practical problems and deficiencies in the cultivation and professional construction of the “blue army” in the current simulated police situation training of the public security organs, based on which, Explore the regularization and professionalization comprehensive training mechanism of the “blue army” team in the field law enforcement of simulated police situation by the public security organs, effectively promote the high-quality law enforcement of the front-line civilian police, vigorously improve the on-site law enforcement safety ability and emergency command and disposal ability, strive to forge a strong public security force with excellent law enforcement quality, deeply implement the overall national security concept, ensure high-quality development with highlevel security, and ensure a new development pattern with a new security pattern, To create a safe and stable political and social environment for realizing the “two centenary” great goals and comprehensively promoting the great rejuvenation of the Chinese nation.
