OBE-Based Teaching Reform Practice in Public Policy Analysis under the “Dual Carbon” Goals

  • Authors:
  • Keywords: Public Policy Analysis; Outcome-Based Education (OBE); Low-carbon governance; Talent development
  • Abstract: Amidst the global carbon neutrality agenda, there is an urgent need to cultivate public administration talent with enhanced green governance capabilities. This study employs Public Policy Analysis as a case study and implements a systematic teaching reform based on the Outcome-Based Education (OBE) framework. This reform addresses key challenges such as overly abstract theoretical content, a gap between theory and practice, and difficulties in accessing relevant literature. By adopting the teaching philosophy of “integrating research with instruction and combining practice with innovation” and implementing a four-pronged reform strategy: research-guided instruction, practice-driven learning, innovation-oriented cultivation, and competition-based validation, the course has shifted from a traditional knowledge-delivery model to a competency-centered approach. Empirical evidence shows that the reform effectively strengthens students’ core abilities in identifying, formulating, and evaluating low-carbon policies, providing a practical model for cultivating high-quality public administration talent equipped to meet the demands of China’s green and low-carbon development strategies.

Exploration of Experimental Teaching Reform in Metallurgical Engineering Based on Equipment Optimization

  • Authors:
  • Keywords: Metallurgical engineering; Practice-Oriented education; Experimental teaching; Equipment optimization; Controlled atmosphere melting point and melting rate testing
  • Abstract: In the context of the vigorous advancement of China’s “Double First-Class” initiative, upgrading experimental teaching equipment in metallurgical engineering holds significant importance for enhancing undergraduate experimental teaching quality and strengthening talent cultivation. The School of Metallurgical Engineering at Northeastern University has optimized experimental procedures, improved efficiency, and enhanced data accuracy by updating and adding instrumentation for courses such as Engineering Thermodynamics, while introducing computer-controlled systems and data acquisition systems. Addressing the limitation of the original melting point and melting rate tester, which lacked atmosphere control capabilities, a controlled-atmosphere testing chamber was independently designed and developed. This enables melting point and melting rate testing and analysis under controlled atmospheric conditions, accurately measuring the melting points and melting rates of various metallurgical materials with complex compositions and differing properties. It provides more reliable data support for related research and experimental teaching.

  • Keywords: Chinese Modernization; The Spirit of the Fourth Plenary Session of the 20th CPC Central Committee; Ideological and Political Theory Courses
  • Abstract: Chinese modernization is a remarkable achievement made by the Communist Party of China (CPC) through leading the people of all ethnic groups across the country in long-term exploration and practice in the new era, which provides a fundamental perspective for the reform and innovation of Ideological and Political Theory Courses (IPTC). Centering on basically realizing socialist modernization and striving to create a new situation in the advancement of Chinese modernization, the spiritual essence of The Fourth Plenary Session of the 20th CPC Central Committee has injected distinct contemporary connotations into the IPTC. Integrating the spirit of the session into the IPTC is an inevitable requirement for the in-depth alignment of Chinese modernization, the session’s spirit and the IPTC in terms of goals, content and values, which abides by the law of historical development and the mechanism of systematic connection and transmission. At present, this integration still faces practical challenges, and we must optimize the paths by constructing a theoretical transformation system, innovating practical teaching models and improving long-term mechanisms, so as to achieve the in-depth integration of the three and make the IPTC a core position for cultivating qualified successors for the drive of modernization.

Empowering the “Dual Carbon” Goals through Industry-Education Integration: Industry-Education Integration in Oil & Gas New Energy

  • Authors:
  • Keywords: “Dual carbon” goals; Industry-education integration; New energy; Talent cultivation; Technological innovation
  • Abstract: With the comprehensive advancement of the “dual carbon” goals, new energy industries are experiencing rapid expansion. Due to a lack of professional technical support and a shortage of high-caliber talents, critical bottlenecks have emerged, hindering the high-quality development of the new energy industry. Industry-education integration, a vital pathway to bridge the talent, innovation, and industrial chains, offers a feasible solution to this challenge. This paper presents a collaborative practice between Northeast Petroleum University and a New Energy Technology Center in a major oilfield as a core case study. The significant role of a university in the energy transition of a traditional oil and gas field is systematically analyzed, and the implementation logic and application pattern of the industry-education integration in new energy sectors are explored. By reviewing specific pathways of the university-enterprise collaboration in technological innovation, joint platform development, and co-cultivation for professionals, the core value of Northeast Petroleum University is demonstrated in elevating new energy technology standards, improving industrial standardization systems, and enhancing talent supply capabilities. To address practical challenges encountered, development suggestions are proposed, including optimizing the industry-education integration mechanism, deepening collaborative innovation, and establishing a diversified evaluation system, aiming to provide theoretical reference and practical insights for promoting the green transformation in new energy industries and achieving the “dual carbon” goals.

  • Keywords: Career-specific parental behaviors; Career exploration; Adolescent-parent career congruence; Employability
  • Abstract: Objective: This study examined the mechanism of career-specific parental behaviors on college students’ employability based on theories of career development stages, ecosystem theory, and the social cognitive theory of career exploration. Methods: The Employability Scale, the Career-specific Parental Behaviors Scale, the Adolescent-Parent Career Congruence Scale, and the Career Exploration Scale were used to study 864 college students. Results: The results showed that: (1) Career-specific parental behaviors significantly and positively predicted college students’ job search behaviours and job search self-efficacy; (2) Career exploration mediated the effects of career-specific parental behaviors on college students’ employability; (3) The variable of adolescent-parent career congruence moderated the effects of career exploration on college students’ employability, as well as the direct path effects. Conclusion: Career-specific parental behaviors affect college students’ employability through career exploration, and this effect is moderated by adolescent-parent career congruence.
